In 1986, facing the development demand of the civil aviation industry, Aeronautical Electronics Enterprise was established with the aim of becoming an electronic technical services provider for the whole civil aviation industry of Vietnam.
On 29 January 1989, Aeronautical Information Center was built up on merger of Aeronautical Electronics Enterprise and Information Exploitation Team No. C29. The Center directly belonged to Vietnam Air Traffic Management and had the functions to develop and ensure electronics information engineering for Vietnam Airlines Corporation.
On 05 June 1998, Aeronautical Information Center was renamed into Air Traffic Technical Center, a State-owned enterprise financed by and belonging to Vietnam Air Traffic Management. Its functions were providing air traffic technical services on assignment basis and contributing to continuous operation, safety and efficiency of systems and facilities that provided air traffic services and other services and were owned by Vietnam Air Traffic Management.
In 2008, upon implementing the Party and Government guidelines and policies on re-planning, innovation and development of State owned enterprises, Vietnam Air Traffic Management was converted into Vietnam Air Navigation Services Corporation which monitored the economic-financial relationship between the Corporation and its member enterprises on the capital ownership basis and promoted the independence of member enterprises. Air Traffic Technical Services Center was formed on the basis of re-organizing Air Traffic Technical Center on 23 March 2009 (Decision 636/QĐ-HĐQT of Vietnam Air Navigation Services Corporation’s Board of Management), as a dependent accounting unit and had the functions of providing air navigation service, flight inspection service; import and export service; consultancy, design, construction, repair, maintenance and installation of aviation equipment and projects; research, application and transfer of air navigation technology; training and providing human resource for domestic and foreign enterprises; production and provision of other services ordered or assigned by the State authorities.
In 2010, in implementation of 2005 Law on Enterprises; Decree 25/2010/NĐ-CP dated 19 March 2010 of the Government on transformation of State companies into one-member limited liability companies owned by the State, Air Traffic Technical Company Limited was established on 22 July 2010 on the basis of re-organizing Air Traffic Techncial Services Center, the dependent accounting unit of Vietnam Air Navigation Services Corporation. 100% of Air Traffic Technical Company Limited’s charter capital is owned by Vietnam Air Navigation Services Corporation. It is organized and operates under the Law on Enterprises. It is a legal entity and an independent accounting unit, and it inherits legal rights and responsibilities and lawful interests of Air Traffic Technical Services Center.
