During the 1990s, in line with the development of the aviation industry, information technology became a practical need for the investment and development of the Vietnam Air Traffic Management. The reforming process of the technology and air traffic management of Vietnam rapidly took place in order to meet the demand for integration of the national aviation industry into the international one. The difficulty of company was limited resources. The leaders of Vietnam Air Traffic Management and Air Traffic Technical Company Limited (ATTECH) had a right orientation which is: focusing on scientific and technical reforms and considering them as the vital strategy of the company. Since then, many measures have been introduced and adopted to allow ATTECH’s departments and plants to boost their capability and independence in production activities; encourage young and competent technical staffs; foster the scientific and technical development; and promote collective intellect. A wide variety of air traffic control products designed and installed by ATTECH staffs have achieved high economic and technical efficiency and contributed to the company’s fulfillment of its political duties. Regarding the event of taking over the Southern FIR/HCM, ATTECH has so far successfully performed many projects as follows: contributing to bring Danang Airport, an international standard airport, into A1 flight route in FIR/HCM; installing power supply and airfield lighting system, ILS/DME, DVOR/DME, Son Tra and Quy Nhon radar power station; rehabilitating Noi Bai CVOR station at ¼ of investment costs. During the past 10 years, the company has installed, calibrated and put into operation many modern technology projects that require high accuracy such as DVOR, ILS, NDB, satellite communication equipment… without hiring foreign experts.
In 1998 when Noi Bai DVOR/DME station was built, Air Traffic Technical Services Center (later became Air Traffic Technical Company Limited) proposed the alternative for imported counterpoises with home-made ones that meet technical requirements and are adaptable to Vietnamese climate conditions. This counterpoise was highly evaluated by ASII (United States) and helped to open up the investment opportunity for home-made and economical counterpoise production in the future.
In 2000, ATTECH continued designing and installing 04 counterpoises, 04 DVOR/DME stations at Vinh, Cat Bi, Phu Bai and Buon Ma Thuot airport. ATTECH also successfully produced NDB monitor receiver which was tested and certified by Vietnam Standard and Quality Center (the import price of each set is US$3,200 whereas the price of locally produced one is only US$800) and managed to provide 10 sets for member companies of Vietnam Air Traffic Management and North Airports Corporation.
In terms of information technology, ATTECH itself developed the software for Automatic Message Switching Center (AMSC) and utilized micro-processing technology in the production of master clock that met technical and aesthetic requirements and was installed in Gia Lam, Noi Bai and Da Nang ACC/HCM. ATTECH’s technical staff took part in addressing Y2K problem in 2000.
In recent years, many priority projects have been successfully undertaken by ATTECH including: Designing Noi Bai Control Tower; power supply and airfield lighting system of Noi Bai, Phu Bai, Cat Bi, Tan Son Nhat airport, manufacturing hundreds of antenna masts, consoles and technical equipment racks. These equipment have the equal aesthetic and technical value to that of imported products. ATTECH also installed a survey vessel positioning station for General Department of Land Administration, designed and manufactured 65m and 45m-high antenna masts for Area Control Center and Approach Center AACC/HCM. With its outstanding achievements and prestige, several skillful technical specialists of ATTECH have been invited to install and calibrate air traffic control equipment in South Korea, Rumania, Cambodia, Laos…. Particularly, ATTECH has successfully researched and applied technology in manufacturing airfield lighting products (including various kinds of taxiway edge light, runway light, threshold light, approach light, flashing light, rotating beacon, obstruction light, illuminated guidance sign, constant current regulator, control and monitoring system, and wind indicator…), some auxiliary parts of airfield lighting system such as conduit elbow, frangible coupling, primary cable, light base,… In addition, ATTECH also launched other information technology products such as automatic message switching system (AMSS), GPS clock master. All these products operate well in local practical conditions and have already been installed in Cam Ranh and Pleiku airport. The aeronautical products made by ATTECH have been certified by the Civil Aviation Administration of Vietnam for being qualified to put into operation. Many products of ATTECH have been issued the Exclusive Certificate of Industrial Design Patent by the National Office of Intellectual Property of Vietnam.
The company has installed 12 VSAT stations at local airports nationwide for the control and transfer of air traffic operations in 02 areas: voice communication and data commutation; operated the international satellite network for Thailand, Laos and Cambodia, connected regional networks for safe and effective air traffic command and control. 100% of the projects have been duly installed, calibrated and operated with technical quality standards met and no errors occurred which could have affected the usability of the projects.
ATTECH has successfully designed and installed lightning protection and cooling system for air traffic technical projects.
Besides, ATTECH is also responsible for negotiating and drafting contracts to foreign partners and submitting to Vietnam Air Traffic Management for approval and implementation.
ATTECH established and applied ISO 9001:2015 quality management system with the view to renewing the management system and improving production and business efficiency; this project was launched in 2002 and many training courses have been open to ATTECH’s staff since 2003.
