Air Traffic Technical Company Limited (ATTECH) is inviting qualified providers to submit proposals for supplying resources to implement flight inspection and flight procedure validation services in Vietnam for the 2026–2027 season.
✈️ 1. Project Overview
The flight inspection and flight procedure validation campaign will be conducted across all airports in Vietnam.
Implementation period:

From May 2026 to April 2027
Estimated flight hours:

2026: approximately 500 hours

2027: approximately 400 hours
️ 2. Scope of Work
The selected provider will perform:
Flight Inspection of Navaids

ILS, VOR, DME, NDB
-
RADAR (PSR/SSR), ADS-B
-
PAPI, ALS
Flight Procedure Validation
-
Conventional procedures
-
Performance-Based Navigation (PBN)
Frequency:
-
ILS/DME and PAPI: twice per year
-
Other systems: once per year
️ 3. Provider Requirements
3.1 Legal and Certification Requirements
-
Valid AOC/FAOC (if foreign operator, issued by CAAV)
-
Aircraft registration and airworthiness certificates
-
Insurance coverage (liability, passenger, third party)
3.2 Aircraft & Equipment
-
Multi-engine aircraft compliant with IFR/PBN operations
-
Certified flight inspection system (e.g., Aerodata, Sagem or equivalent)

ICAO-compliant measurement capability
3.3 Personnel
-
Qualified pilots (minimum ICAO Level 4 English)

Experience in flight inspection and validation
-
Licensed aircraft engineers
4. Deliverables
The service outputs include:

Flight inspection reports
-
Flight procedure validation reports
-
Technical data and graphical results (PDF and hard copy)
All reports must be prepared jointly and signed by ATTECH and the provider.
5. Proposal Requirements
Interested providers must submit:

Compliance summary with technical requirements

Supporting legal and technical documentation
Proposal validity: minimum 90 days
